Hard Start after sitting, head gasket replacement too 200 1990

Please read below. this was an e-mail to me from a friend. I'm wondering about the condition of the Cap and Rotor. What do you guys and gals think I should look for? Do ECM's throw a weak spark?

I am writing to pick your brains about the volvo we have for Nina. Charlie worked on it to fix the head gasket. He has it all put back together now but is somewhat stumped. He got the car started drove it around the neighborhood and he is pleased that the head gasket is now fixed. The problem he is having now is getting it started. He thought at first the gas might have gone bad sitting for a year without running. Changed the battery, changed the fuel pump and filter. He added a couple of gallons of fresh gas. My dad came by this past Sunday to take a look at it. They were able to get it started and running by spraying starting fluid in it. But after it cooled down it wouldn't start without spraying it again. Last night I was turning the ignition and Charlie was spraying it and we saw flames. Put out the fire and tried again. This time it started and we left it running for about 3 hours trying to get rid of the old gas. This way he can put some fuel injector cleaner and premium gas i it. OK now my dad was saying that he thinks the the spark from the electroic control module is weak. He said it is yellow/red instead of blue/white. That maybe the ECM should be changed. He is really not familiar with the volvo engine.
