1991 volvo 740 wagon 700

I have had problems in the past with rough cold starts with my 1991 wagon. I know for a fact that it has a regina fuel system, and my local mechanic seems to think that this is the root of the prooblem. Now the car will not start at all, even on an 80 degree day. I looked for recalls and found that there was a service done on these cars to provide easier cold starts in very cold climates. I purchased the car used + think it was in the south and the owner didn't need this service so now I have a car that has problems.

A local Bosch salesman here in the area had the same problem with his car,(same model,year,regina system), + he sold his car rather than buying a new fuel system for his car.
I also talked to local dealer + they say the recalled items are now unavailable , + the tools or parts needed are as well.

I was wondering if i should think about getting a Bosch fuel system for my car, or just be rid of it.
I really love the car, and it is in great shape, only 180k miles, still a baby/or toddler in volvo years.

I would like to put a small block 302 + a conversion kit into it, but my pop would skin me alive. :-)

Any suggestions would be great, and also info on a new windshield, even a blem for this car would be great.
