Diagnosing a Vacuum Check Valve 200

I took the vacuum check valve off tonight. ( the one above the intake manifold ) It supplies vacuum to the heater controls. How does one diagnose if it is good or bad. I can blow straight through both ends with no resistance at all. I think this may be the culprit causing hissing under my dash upon acceleration.
