No upshift on 93 turbo wagon 900 1993

I just picked up a 93 940 turbo wagon and the auto trans sometimes will not upshift from 2nd to 3rd. I have to manually shift to 2nd then up to D to get it to shift. I have checked the kick down cable which is ok and disconnected it to be sure that it is not the problem. Any ideas what is causing it?
