Headlight wipers! 900 1995

Okay, since we're on the subject, I have problems with my right side headlight wiper too. When I activate the windshield washer, the left side does it's thing just fine but the right side just whines and does nothing unless you give it a push. It keeps whining until you do this (irritating!).
My question is: would a new motor fix this problem or is it something else? Also, how can I fix it so the washer fluid comes out at the headlight wiper arm like it should?
Would appreciate any input!
