'83 Volvo 240 DL not starting 200 1983

My 240DL isn't starting and I can't figure out why. I have recently changed the headgasket due to it leaking and have put in a new intank fuel pump. I have spark at the spark plugs when I turn the engine over, but the spark is a little weak.
When I try to start the engine, it turns over really nicely and I'll get intermitten ignition, but I'm not getting consistant or continuous ignition.
I've put the engine at TDC a number of times, but only get the same results. I've checked the fuel flow at the injection rail and itz got a good flow. If anyone has tips or ideas I'd like to hear them.
