1985 volvo 245 (Failed Nox again) 200

First smog was (no ppm)
15 mph (max 1125) (gp 2138) mease = 2214
25 mph ( max 955) (gp 1938) mease = 1890

Replaced engine harness, idle control valve, cap, rotor, plugs, cleaned tb.
Put supreme fuel, drove it hard kept the cat hot before smogging again.

Second smog today (no ppm)
15 mph (max 1125) (gp 2138) mease =2157
25 mph (max 955) (gp 1938) mease =1753 failed again!

What do I need to do for this wagon to pass the Nox?
This engine runs very smooth and quiet. Although if I
put the black idle screw all the way in the idle wont
go below 700 rpm's Im stumpped!
