One Brake Light Always Bright 200 1989

The passenger side brake light is always in brake mode - i.e. is always bright. The driver's side is fine...dim when not braking and bright when braking.

I am assuming there is some sort of a ground issue, but was hoping that someone with a similar experience could point me towards the trouble spots.
