ABS light on / no ABS / OBD LED slightly lit, can't pull codes 900

Hello,
All re: 1994 940 n/a wagon:
My ABS light is on occasionally (now more then it used to be) and sheets of ice have demonstrated that the ABS definately DOESN'T work.

I tried to pull the codes off the OBD but when I plug in the jumper the LED becomes slightly lit (not as bright as when the button is pressed) but after following the press-and-hold procedure I don't get any codes, not even 1-1-1.

Any ideas?
