Starter or Ignition? Engine won't turn over. 200 1983

Engine isn't turning over for some reason. All the electrics work..lights, radio, horn etc. Only thing I noticed today was that when driving around the volt meter was measuring close to 16 amps, but wasn't quite in the red yet. It later settled down and returned to the middle where it normally sits. Not sure if that has anything to do with it. I tried to jump it, but no luck. The engine still wouldn't crank. Any suggestions on where/how to troubleshoot is appreciated.
