93-944 Overheating, no leaks, stuck on highway

My son's 93-940 (130K) is overheating in stop-and-go traffic. The coolant is not leaking out, but boils over when the cap is removed from the resevoir. He turned on the heat and nothing but cool air came out. It is fine when he is moving. I replaced the water pump about 3 months ago.

Is it one of the sensors or the thermostat or what?

I am trying to get him off the road.
