Cold weather idle issue--High RPM's 200

Recently the temperature has dropped to between 10 and 20 degrees F around here. I've noticed that since this has happened my RPM's are running high at about 1500. If I step on the accelerator pedal and rev it up and then immediately let off of it, the RPM's go up of course and then settle down to around 800 (where they usually run) momentarily and then they seem to "default" up to 1500. This doesn't change after the car reaches normal operating temperature. Has anyone had any experience with this or any ideas where to start? The car idles smooth and seems to run fine other than that. And as always, thanks in advance for any and all responses.
