My 960's hunting idel? S90-V90

The 960's hunting idel for some reason-crank her up and she goes to 2200 and stays there for about 7 sec or so the comes down to 1500 and then comes down to around 800 then climbs back to 900 and varies a few hundred-give a little gas and she climbs back up and hovers before comeing back to idel. I unhooked the mas -no change-unhooked the idel control valve-just barly ideled at all(cleaned the icv also)unhooked the throttle position sensor and when we cranked her she tried to keep climbing till my son cut her off-would this be the problem-tps
No codes thrown to give me and indication on where to start.
