Shifter problems 900 1992

are you supposed to be able to shift into neutral from Drive without having to depress the button on top of the gear shifter?
also, if the lights in the gear shifter module aren't working, what element has to be replaced?
i just replaced the neutral safety switch, now i am having these issues mentioned above.
any advice would be great
