Headlight Trouble - Can't Pass inspection 200 1978

Headlight trouble on a 78 245 wagon. With the switch in the on position(all the way to right) dash lights come on. But no headlights. Pulling the signal stalk causes hi-beams to come on, all four lights, and the hi-beam indicator on the dash. What would be the cause of no low beams??? Taillights, signal lamps function
