Voltmeter wiring, etc. 200 1990

Installing a 52mm voltmeter in a '90 245. What is the best way to wire this? In other words, what voltage potential should I measure: at the battery? at the fuse panel? after the voltage regulator? Where exactly do I splice in?

As an aside, what is the best way to wire in the lights that are imbedded in the voltmeter (and my small tach)? Is there a spot on the fuse panel, or should I splice into the positive wires supplying the other instrument panel lights?
