Can't get 12 volts to fuel pump fuse #11 700 1989

1989 740GL, The engine stopped running. I have spark but no fuel. I have renewed the fuel system relay but I am not getting any power to #11 fuse (fuel pump). I am getting power to #1 fuse which I believe energizes the fuel system relay. I have tried jumping power to the #11 fuse and starting the engine. The fuel pumps run but the engine won't start. My Chilton is useless. Any suggestions would be appriciated.
