Getting rotor on after removing parking brake 700 1989

I replaced my axle bearing and had to remove the parking brake. One rotor went back on fine. The other I can't get over the emergency brake, no matter what I try. Do the drums get rusty and become difficult to put back on??? will machining the drum fix things?
