950rpm controlled idle, not 750 900 1993

I have a 1993 940 Turbo. The idle is about 950rpm on the dash, not the 750rpm target. This makes the car want to move too fast when idling. There are no vacuum leaks that I know of (most hoses replaced). The idle is 950 in all gears - like it is being controlled. For example: in drive it is 950, moving to neutral causes it to go to about 1200 for about 1 second, then it goes back to 950. The engine also has a vibration at 3000rpm - I don't know if this is related, but I would like to correct that as well.
