Notchy steering in a 1988 244 200 1988

I recently got my 240 winter beater ready for action, except for one problem. When I turn the steering wheel left or right, it feels as if there are notches every half turn of the wheel or so. What could be causing this?

I don't think it is the power steering pump, because it feels like I have power steering except for the notchiness when turing the wheel. The reservoir is full and the belt appears to be functioning correctly.

I heard a loud screech from a belt for about a second when starting it up today, and about a week ago I changed a tie rod end because the old one was so torn up that the wheel on that side was floppy (I tore it up completely on the way home on my last day of driving it last winter).
