Odd 0MPH ABS behavior 200 1992

My 92 has begun acting up a bit when first driven.

The ABS brakes seem to activate the first time I come to a stop, and occasionally after that first stop too. I can be barely moving, and I'll feel the unmistakable BRRRRT in the pedal of ABS activation.

I haven't done anything to it lately except to swap the 205/60-15 tires I was running with the 185/70-14 snow tires- but the problem began before the swap. Nothing seems out of place and I don't have an ABS warning light on.

Other than cleaning the front speed pickups, any ideas?

All the problems happen at approx 1mph. The operation of the system at speed is fine- I've tested it on some slick spots at various speeds.
