Stumped on low speed ABS pulsing 700

Have read all the FAQ's here on unwanted activation of ABS on my Turbo at low speed but can't find problem. Cleaned front sensors, connectors and reluctor wheels. All wiring looks good. Impedance and voltage checks are within tolerances noted in FAQs. What now?? Does the Bob Dietz advice about replacing the wiring mean I should do this without any visual evidence of a problem there?

FYI, these are the Bosch diamond shaped sensors.
