Steering harder than usual - Steering Rack? 200 1989

I think my rack is gone. Steering is harger than normal. My understanding is that the power steering pumps hardly ever go and my fluid still seems to be red. How involved is a rack replacement. In addition the belt is tight. The car has 508,000 km's on it. Any other thoughts
