Fuel pump blues

The car drove fine the other day. I parked it that night, and the next day the car would not start. The car has a hot spark it gets oxygen. So if it gets these and doesn't start it might be fuel. The fuel filter was changed two months ago. I sprayed either in the air intake, and the engine started and then died. I listen to see if I could hear the fuel pump priming when I had my girlfriend turn the ignition. I got no buzzing sound. I then thought it might be a bad fuel relay. Since it is an 88 I jumped fuse #5 to #7 to bypass the relay and did not hear the fuel pump buzzing. Does that rule out the relay? If so then is it the fuel pump. If so which one? I have already droped the fuel tank and removed the intank fuel pump, and noticed that the strainer has a rip in it. Normally I would just change both pumps, but i have a really limited buget and need to know what exactly to replace.

p.s. I cleaned all terminals in the fuse panel before I tried anything
