High idle after changing out engine wiring harness 200 1984

I recently replaced the engine wiring harness on my 1984 Volvo 240GL. After I got it installed and fired it up the idle was way out of control, about 3000RPM's. After looking around to see what was going on, I realized I had crossed the two wires that go to the Throttle Switch and the air idle control valve, they both have the same plug conection. The one that has the blue band is suppose to go to the Throtle Switch. I wished I had read the instructions more carefully!!!!

Anyway, after replacing the air idle control and the throttle switch thinking that should cure the problem, it did not. I disconnected the air idle control valve and plugged off the two hoses. That cured my high idle. I'm thinking I may have messed up the ECU.

Am I on the right track thinking it could be the ECU? Has anyone ever experenced this problem? HELP
