no start after rain fuel pump relay? 200

My son's 1992 240 isn't starting after rain yesterday in Somerville, Ma. I'm trying to help via pnone from NY. He is getting a spark (weak). He doesn't see the 25 amp fuse that I've read about under the hood on the inside driver's side. Could it be the fuel pump relay? And can someone tell me where it's located? TIA
