Head light high/low beam

My 1990 760 turbo inter cooler has developed a fault with the h/l beam ( Dipped beam as we know it in uk) In other words it stays on low beam and will only stay on high if the arm is held back, although not used ofte has most of my driving is in town these days, it would be nice to use it if needed.the problem is, is it the switch or the relay, how do I tell.
