clunk when turning steering wheel - tie rod ends? 200 1993

When the father-in-law's 240 is parked and I turn steering wheel back and forth (steering column unlocked) there is a clunk from the passenger side wheel area under the car. (happens both directions of the steering wheel). Not noticable when driving. Steering wheel only need be turned a 3 or 4 inches.

Is there a tie rod end going bad or something else?
