Will frame rust kill my 'new' 1989 Turbo Wagon on first day? 700 1989

Cheers All!

I've had very bad news on day one with a recent 89 740 Turbo Wagon purchase (in addition to my 86 744 ;>)

It will not pass the safety as there has been a bad patch attempt on frame rust right where the front lower control arm trailing supports(?), attach to the pivot points on the frame behind the front tires. Original connections appear to be a few rivets, a couple spot welds and some seam welding from the factory at this point. The 'squarish' frame beam here is pretty fuzzy with the rust at the point where the pivot bracket attaches and a screwdriver can be pushed in at many points around this.

The mechanic suggested it was finished, but a body fellow suggested that the brackets could be cut off, the frame patched, and the brackets re-welded and alignment done.

Is this safe and possible, what might this cost?

I bought this as a 'no rust on body' car yeaterday, but I don't know what the seller would say if I tried to push this 'rusty frame' issue on an 'as is' car after I've taken and paid for it.

It looks good and straight, lots of Volvo service records with recent A/C retro-fit and also only 25K on a replacement Turbo.

The excitement got the better part of logic here I'm afraid.
