Fuel Pump Relay question 700 1992

IF the fuel pump relay is bad, what are the symptoms besides the obvious the fuel pump won't work. I.E. Sometimes it is very very hard to start. Can the car run fine when started and the relay still have a short in it, thereby making it difficult to start cold, or if it is bad will it not run at all? I have a Regina/Rex system non turbo.
