No Power Steering on my 240 200 1990

This may be a dumb question....but I really need some help. My power steering no longer works on my 1990 240 with 160,000 miles. The fluid is clean, the level is OK, I have no leaks and the belt is fine. How can I determine if the problem is with the pump or the rack? My thinking is to install a $70 rebuilt pump and new belt and see what I've got after that. Any suggestions or advice?
