Portland DEQ standards 200 1987

Hello all,
I live in eugene but will be moving to portland with my beautiful 1987 244 5sp manual and need to know about DEQ. Specifically do I need to put on that stupid useless preheater hose and airbox thermostat back on? Also, is it standard practice to temporarily retard the timing to reduce NOX emissions?
