Idle Air Control Valve Operation Question 700 1991

I have a question about the ICV on my wagon - the care idles fine
but I have a hesitation when pulling away from a stop - like a loss of power
- the fuel pumps 4yrs old, new fuel regulator, no vac leaks -
but i notice that if i pull the hose off the filter box that goes to the icv
when I accelerate the engine off idle there is still air flow although reduced
thru the icv, and I wonder if this is the correct way it should operate
or should the airflow around the throttle body be completely cut off on acceleration.
would appreciate comments before I pull the icv and test it on the bench.
