90 740, no start 700

Hey guys, my brothers 740 has sat up for about a year and half. The first part of the year he was starting on a regular basis. SO yesterday I replaced the battery, tank was empty, so I put in some Stabile and a full tank of premium gas. No start, pulled a plug wire and used an old spark plug, plenty of spark. Checked to see if timing belt was good, it was. I am thinking it may be fuel pump relay? Or fuel pump or filter? Anyway to check if pump is OK with out pulling it out? Any other suggestions are more than welcomed!
