95 940 No Start 900 1995

My 95 8 valve 940 with 115,000 miles on it won't start. It was running fine, then a week ago I pulled it into the garage and it hasn't started since.

I haven't been able to locate an OBD1 scanner, so that information isn't available. Bruce Young gave me some direction, but so far no luck.
The fuel filter and fuel relay are new. The relay is functioning as expected.
When the engine is cranked, there is no fuel going to the fuel filter verified at the valve just before the filter. Theory is that the fuel pump is bad or something is preventing the control unit from sending power to the pump.

I have a fuel system troubleshooting procedure from AllData which I worked on Sunday. My results from that were that there is 12 volts present at the fuel injectors, but I did get an incorrect reading on fuse 11 which is related to the oxygen sensor (should be between 9.5 and 11 volts, I got 0). I stopped there because of the difficulty of trying to work with the main relay board.

I have not jumpered the fuel pump relay for fear of getting it wrong and damaging the ecu.

I'm wondering if there is any state where the oxygen sensor could be preventing the fuel pump from turning on. I pretty sure the oxygen sensor is bad and needs to be replaced whether or not it is the source of this problem.

Any thoughts are much appreciated.
