Need help finding obscure panel behind bumper 900 1994

My latest Volvo - a 94 945T with 117K - is almost back to spec. Basically a sound platform, no rust but curiously peeling clear coat over burgandy paint...

When replacing the cracked under bumper valence (air dam) I noticed that the flat panel between the bumper and the lower radiator mounting rail is missing. The yards I've called either don't want to bother raising a car for such a small item or don't have one that hasn't been trashed when they dropped the car. As a last resort, I'll fabricate one from galvanized or stainless sheet, but does anyone have one available, or more sourcing info? Thanks.
