cold weather start - electrical 700 1987

When the temperature falls below 0 Celcius, it takes some time for the instrument warning lights to come alive. The car will not start until they do. Cranking time until they come alive varies from a few seconds at -5C, to 30-40 seconds at -25C. Time versus temperature is quite consistent. Same thing last winter, so it does not seem to be getting worse.

Any ideas would be appreciated.
