No high beam indicator, and either no high beams or no low beams 200 1990

Thanks to all who have responded to other questions I've posted sometime in the last 4 months... Paul Junior (my '90 240, who is receiving parts from Paul, my '86 240, who I stole parts from Peter, my '84 240, purchased at the same time as Paul to fix him, before his rocker panels rotted out) and I both appreciate it...

I am in the middle of a 'Vehicle for Humanity' project - similar to a Habitat for Humanity project, it appears I must have a certain number of hours working on this one before I am allowed to drive it... illustrating that point yet again, on final run before inspection, I was checking lights, when I discovered I have no high beam indicator and either no high beams or no low beams. I have both of one, but I'm not sure which...
I've replaced the relay with a known good relay from an '86 donor, which did not resolve the problem...

If anyone can direct me where to look next, I would greatly appreciate it! I'd like to drive this car sometime this century...
