warning lights flickering 700 1990

The warning lights on this car are faintly flickering. So faint you cant see them during the day. At night, reving the motor brightens them slightly.
I looked through the FAQ indexes. Suggests alternator brushes in the title but when reading it suggests voltage regulator brushes. 170K and neither been replaced.
Which should I replace?

The alternator belt is loose I noticed so I think I will try that first.
