fair price for a 1981 (242) turbo 200 1981

Fellas:
Subject car runs. Engine sounds good, no unusual noises. Hard starting when it's cold and owner claims it's the cold start injector. I'm not familiar with this engine, so I don't know if he's right.
The heater blower motor (200 series are built around this one) runs great and quiet and will probably last a while. No AC though.
The good ol M46 OD doesn't work. I can hear the relay clicking and that's it.
All bushings, u-joints and mounts are probably shot. The car is making all sorts of ruckus and noises during acceleration, over bumps and deceleration.
Other issues are minor. Speedo works but the odometer doesn't. It's at 105k miles. Missing window (manual)crank on pax side. Center console broken. There was condensation around the sunroof, so I imagine it leaks.
The best part is the body. It's really in good shape with only 3 small dings. I didn't see any rust spots. Even the rear panel/spare tire and wheel well area is solid. It has been repainted and the paint is peeling in various spots. Current owner said PO had the car painted after an accident involving a deer. The set of turbo wheels are in good shape except for one with curb rash and missing center cap.
I really would like to pick up this car because it is a 2-door. I got 3 bricks and all 3 are 4-door sedans. This car will probably sit in my garage while I tinker with it. For a while anyway, until I get it to the condition I want it to be.
The owner is asking $1500. I don't have a clue of how much it is worth. It certainly isn't worth that much to me, but I want to make the guy an offer that will be fair. No lowballing from me. Help me out fella bricksters. Thanks. BTW, the CARFAX looks good.
