Temp sensor follow up 900

1994, 940 Turbo with 169K. On this car temp sensor quit working and coincidently car was smoking badly and last week noticed that it is very low on motor oil and had to add 2 and 1/2 qt. This oil was topped off only 500 miles before. So I posted here and per great advice replaced the sensor last night ( got from fcp). To my surprise the temp needle only moved 1/8 during my 25 miles drive to work. But after 5 minutes reaching the work place I just turned on the ignition key and the temp needle moved close to half the gauge but little on low side. Question: Is my car running very cold (BTW I am in California and the outside temp is in 50s) and that is why it is burning oil? What next I should check? Please give me your insight.
