Headlamp fuse keeps blowing on 960 wagon 900 1995

My mechanic couldn't chase down the short circuit. The headlight relay (why is there a relay here?) fuse keeps going and it's dangerous, especially since I've got a newborn coming home tomorrow! I lose my headlights and my intrument lights but I still have my high beams. Anyone know where I should look to find the short?
