Drving Me Crazy - Fuel Injection 200

I drive an 84 240 Turbo with an automatic. It has Bosch continuous injection, which is driving me bonkers. Here's the situation:

1. It gets horrible gas mileage (12 - 16 mpg in town / 17 - 18 on the highway).
2. It idles high (from 1500 to 1700 rmp) after it's been put in gear.

I've had a major tune-up done, and replaced the O2 sensor, and aside from the idle and mileage, the car runs and starts just fine. Yesterday, I pulled the connector off of the cold start injector, on the suspicion that it was the cause of the horrible mileage. I've tried to cold-start it twice since I pulled the cold start injector out. Last night, it started after a few extra turns, but didn't seem happy about it. This morning, it fired right up and ran fine. It doesn't get very cold here (6 C / 42 F).

Now, am I crazy, or does the fact that it started fine today without the cold start injector mean that it's running rich for some other reason? Or, does yesterday's terrible start lend credibility to the theory that it was running lean without the cold start injector running. How can I get contradictory results? I realize that the cold start injector doesn't spray for very long, but is my theory that if it was, for some reason, on all the time, the mileage would be as bad as I experience?

So far as the idle goes, I'm tracing down the vaccum leaks, and I have it down to about 1300 - 1500 rmp as of yesterday. Strangely, it will not NORMALLY idle high if it's just been started (cold or hot), but will always run high once it's been in gear and you put it in N or P. In Drive, it idles fine (900 - 1000).

Any advice is welcome!
