high beams won't stay on 200 1990

Okay... I switched out the relay on the inside driver's fender a week ago, which resolved my problem with no high beams and no high beam indicator. I went out and tried the lights again after resolving the no passenger brake light, and now the high beams won't stay on. They will flash, but not switch to full on.

Am I right to assume that the relay failed, and I have to find another one? Or is there another problem?

My friend's car has a no high beam problem to, with no flashing, expecially in the cold weather (-30 wind chills last night... woo hoo!) but occasionally, if I pull the stalk just right when the car is warm (slightly downward toward the left turn signal), they will switch on. Same relay problem, or something else?
