TPS Measurement, what's normal? 900

Hi all,

I was having an issue with my 97 960 with busy shifting. I read that it might be the TPS. I looked at the sensor with my OBD-II device and it seems smooth. (maybe I can't read the signal fast enough and it does jerk?)

I was wondering what the nornal TPS idele % is supposed to be. Mine reads 11.8%.

Does this sound right?

And, is there anything else that can cause busy shifting? My car seems to downshift on the highway with just a light touch of the throttle.
