Cold Starting Problems 240 dl 1990 200 1990

Hello

Once it becomes -15c or colder my Volvo won't start. It seems like it wants to start but it just sputters and spits.

Also in cold starts (above -15), once the engine does start after 3 - 4 seconds the rpm's start to surge. This will last for 10-20 seconds and then it will stabilize to a normal idle.

Any thoughs on what is causing these issues.
