emergency brake failure?!?!? (an adjustment, maybe??) S90-V90 1997

Hi guys.....1997 960 sedan.

Went for my annual required MA-RMV inspection sticker and failed,
as safety wise the emergency brake does not work- unbeknownst to me.

I cannot see (upon a quick peek- hey it's cold!)a broken and or frayed cable, and it does seem to have some "movement" upon engaging it....Now I say this
as I had a 740 (and other lakes) which had a confirmed snapped cable and you easy tell it was broken. (does that make any sense???)

So I am thinking that maybe/hopefully it just needs an adjustment.
Does anyone know how to adjust the brake??
