Overdrive 200 1989

'89 240 Overdrive Issue:
Can't get into 4th gear.

arrow Light is constantly on - but relay clicks when I push the shifter button.
when I do push the button, the light gets slightly brighter. If I click it again the light stays on only slightly dimmer.

the wire from the shifter to the solenoid was bare in spots, so I re-housed it with heat resistant silicone tape, but the problem is still there.

Could this be a relay problem, or is it definitely a solenoid issue?
