lug locks 200 1984

Found a nice set of Virgos at the local self service yard - each wheel has lug locks and I have no clue what type/brand or removal tool is required. The lug when viewed from the front is chrome, round head and at the base appears to have splines that would fit the special lug tool.

Any ideas on what tool is required?
