90 740 won't turn over 300 1990

Hello, I have a 90 740 that will not start. The engine will not even turn over. The battery has plenty of power. When I turn the ignition switch I can see it drawing power from the batter, because the light dim. Where should i start. I haVE REPLacewd the fuel pump relay with a spare one but it didn't help.
